Power accumulated by completing Daily Quests and doing Research can never be taken away. You lose Construction Power if you Demolish a building. Hero Power decreases if your Hero is eliminated. Using a Hero Resurrection to resuscitate them will save all Power and all Hero XP (otherwise lost). Troop Power decreases if your soldier are killed or hospitalized, or when Traps are destroyed.
