Each type of unit has four levels. Every citizen can freely train T1 units, but if you wish to train soldiers of higher levels, you need the help of research. You can invest in scientists in the Institute to unlock higher-level soldiers for you. The higher the units’ level, the higher their upkeep. In the post-apocalyptic world, going it alone gets you devoured. You need a consistently strong team to prevail.
