Your VIP status needs to be Active in order for you to reap its benefits. Once you increase your VIP to the highest level, you will automatically get permanent activated VIP. Before your VIP reaches level 30, tap "Activate VIP" and purchase more time from the Items Store You can tell your VIP status is Active by the countdown on the "Activate VIP" button.
