You must perform some Special Quests to solid your city. There are four categories of Special Quests: Solid Your City Hall, Research, Transport and Advanced. They are independent.There is no countdown for special quests, you can complete them whenever you want. But for each quest under each category, you must complete the previous quests and collect the rewards before you can collect the reward for the later quests.
