You can use the Unit Upgrade when you unlock the research for the T3 Siege Unit Scorpions. Among other things, you can only upgrade T1 and T2 units to T3, or T1, T2, and T3 units to T4, depending on the maximum level of the Unit you want to upgrade.

In addition, you can only upgrade units to the highest level and the upgrade process takes up the training queue.
