Skill Points will be granted when a hero upgrades. A higher hero level leads to more points during upgrade. Hero XP will be granted by upgrading buildings, completing quests, and researching tech. You'll be upgraded automatically when you obtain the required amount of XP.

Level 21 and Level 30 Hall of Hero will take extra Skill Points. Upgrade your Hall of Hero to get more Skill Points.
